They are particularly recognised for their knowledge of heritage legislation and management requirements, providing heritage services for numerous Commonwealth Departments and Government agencies.

Rachel Jackson, Principal and Technical Lead, Commonwealth/Legislation and Landscape Heritage
Rachel Jackson, GML Heritage Principal and Company Director, has over 20 years’ experience in the heritage sector. Rachel believes that heritage is essential to an environmentally and culturally enriched sustainable future.
Rachel has specialises in major projects for Commonwealth agencies following the Environment Protection and Biodiversity Conservation Act 1999 (the EPBC Act), Australia’s central piece of environmental legislation for World, National and Commonwealth Heritage places, since 2000. She is a long-standing member of the ICOMOS International Scientific Committee for Energy and Sustainability and a vice-president representing the Asia-Pacific region.
Rachel is based in Canberra, which enables her work to cover a huge range of diverse and exciting projects throughout Australia, not just in the National Capital, and includes iconic heritage places such as Kingston and Arthurs Vale Historic Area on Norfolk Island, Christmas Island in the Indian Ocean, and the Royal Exhibition Building and Carlton Gardens in Melbourne, to name a few of these places.
As one of Canberra Modern’s creative director and co-founder, Rachel champions Canberra’s modernist design and development from the early to mid-twentieth century. She says it is a national capital worthy of celebrating as a truly international example of a designed city in the landscape. Australia’s national capital city is dominated by highly significant civic architecture, planned landscape and urban design, that is incrementally being diluted without a well-considered ‘master plan’ to protect the essential character and quality of the place, for the future.

Martin Rowney, Principal and Technical Lead, First Nations Heritage, Archaeology, Interpretation
Martin Rowney, GML Heritage Principal, has worked across historical, industrial and Aboriginal archaeological sites around Australia for almost 30 years. Over this time his appreciation for First Nations engagement has deepened, and he has worked with many communities and clients to identify and manage First Nations heritage values. An experienced project manager, excavation director and site supervisor, he has worked across all Australian states and territories. As a sculptor, Martin brings a unique perspective to heritage interpretation, integrating the culture, history and industrial practice of a place in his artworks and interpretation projects.

Sarah Webeck, GML Associate and Manager, GML Canberra
Sarah Webeck, GML Heritage Associate and the Manager of the Canberra Office. This multi-faceted role draws on Sarah’s strengths in heritage management, combined with a clear and methodical approach to overseeing the team. Sarah has an architectural background, and has provided heritage advice, plans and assessments at iconic places, including Old Parliament House, Mount Stromlo, and the award-winning Giralang Primary School.
She specialises in the identification, assessment and analysis of built heritage, with skills in historic research, heritage significance, impact assessment, adaptive re-use and archival recording. She is currently working on a heritage values assessment of Government House, and impact advice for proposed works at Old Parliament House and the ANU.

Therese McCarthy, Senior Consultant and Technical Lead, Commonwealth/Legislation and History
Therese McCarthy is a Senior Heritage Consultant in the GML Canberra office. With qualifications in environmental law and cultural heritage, she coordinates heritage advice and approvals for local, state and Commonwealth places.
She has previously advised on policy reform of the Environment Protection and Biodiversity Conservation Act 1999, and is currently working on heritage projects for two World Heritage-listed sites.
